The answer is...very cold.
So Mindy Smith and Don St.Michel ventured out in minus 35 degrees on Couchie Memorial Drive to try a test.
They put tap water in a pitcher, and pitched it. (Boiling water works best)
According to Frozen Bubbles, Instant Ice, and Other Winter Weather Stunts Explained, because they're so hot, those tiny water droplets start to vaporize. But since cold air can't hold as much water vapor as warmer air, the water condenses. Extremely cold temperatures quickly freeze the water droplets, which fall as ice crystals.
It works best when the temperatures hits the minus 30 mark
