North Bay City Council has approved a $1.066-million contract for a project at the City of North Bay's wastewater treatment plant deemed necessary to prevent further deterioration of the structures.
During its last regular meeting, Council awarded the contract for the structural repairs to 1650939 Ontario Ltd., operating as Dominion Construction.
Approximately $600,000 of work is expected to be undertaken this year and capital funding has been earmarked for that purpose. Additional funding for this project, including the balance of the contract, non-rebated HST, and other costs required to complete the project, has been forecasted in the 2022 Capital Budget. The approval of the contract represents a pre-commitment against the 2022 Capital Budget in the amount of $540,000.
According to the associated staff report, several large concrete tanks used in the process at the plant have deteriorated over time.
"The City plans to undergo a series of upgrades to the Wastewater Treatment Plant which will include extensive structural reinforcement and concrete repairs." Over 18 months, "work will occur within various areas of the plant with repairs to tanks, walls, channels and tunnels."
The report warns "further deterioration may result in process shutdowns and therefore not meet the requirements of the Environmental Compliance Approval."
The wastewater treatment plant on Memorial Drive has been in use for 60 years and saw capacity expansions in both 1973 and 1984.
After a formal bid request, three bids were evaluated by the City and considered company ability, experience and price. The City determined the quote from 1650939 Ontario Ltd. o/a Dominion Construction was the lowest and provides the best overall value.
