The decision to release
a public advisory regarding Donald Scott Deblois was a very “difficult” one to make, says North Bay Police Service Chief George Berrigan.
Deblois, who is HIV-positive, has been charged with having unprotected sex in the London, Ont. Area.
But police said he’s been released into the North Bay community, and poses "a significant health risk," prompting the advisory.
“These decisions are very very difficult decisions for us because number one we’re weighing the privacy rights of an individual as opposed to our community’s rights for safety and well being,” Berrigan said during a news conference Monday morning.
“I can assure you, though, if it becomes a 50-50 issue we’ll err on the side of the safety of the members of the community.”
Berrigan said Deblois has a “history” of disobeying court orders “and other administrative processes.”
“That’s part of our decision-making process here this morning,” Berrigan said.
Deblois, 34, is described as male, with short brown hair, hazel eyes, stands 5’8 and weighs 190 lbs.
Cook said the police were unable to release any information about where in North Bay Deblois is living, but Cook told BayToday.ca Deblois is originally from North Bay, was a long-time resident of the city and still has family here.
Cook said Deblois has a criminal record “and is familiar to members of the North Bay Police Service.”
Det. Rob Jerome said Deblois has been back in North Bay since Feb. 20.
